One place to get yourself some free legal tunes (and home grown to boot) is from NZ on Air.

They put out CD's for broadcasters, Kiwi Hit Disc, as well as Kiwi Gold Disc (classic hits); Indie Hit Disc (alternative music); Iwi Hit Disc (Maori language and kaupapa music); and A/C Hit Disc (adult contemporary repertoire).

All you have to do is email them via one of the email address on the linked page and give 'em your station details and they will put you on the mailing list and send you CD's of fresh kiwi tunes.  Good Stuff, I like home grown and I like free. Thanks New Zealand on Air.

However they do say this:
To make sure that every radio station in the land has a good supply of New Zealand music that is suitable for airplay.

I find that statment a bit odd, New Zealand music suitable for airplay?
I'm sure any LPFM station would like to reserve that decision for themselves (and artist too, I'm sure), after all, we don't have the same commercial restrictions as the big (and boring) boys.
So the NZ on Air Hit Disc may not be your cup of tea if your station has more of an underground or local sound, maybe asking about the Indie Hit Disc might be the go. Better still, network with local musicians, we placed ads in the Buy Sell & Exchange http://www.buy-sell-exchange.co.nz/ and have recieved a positive response from local musicians/producers.

On a side note;
I did ask them (NZ on Air) about possible funding for New Zealand music radio shows while I was emailing them our station details but they do not fund low power broadcasters, their priority is full-strength frequencies - because of the reach etc.
Still, No harm in asking is there?
