The following is the meeting minutes from the August 2004 meeting compiled by Dave Smith (Int. Secretary) :

Meeting opened at 7.10 pm

Present -

Alan Price, Ludovic Cash Romany, John Downey, Mark Rosewarne, Jeff Ford, Gareth Turner (Presided), Peter Palmer, Jeff Knowles, Dave Smith (Temp Secretary)

Apologies -
Ross Weir, Jonathan Mozen, Andy Pulsen, Kelvin Scott, Pier FM (Russ Isherwood).
Gareth explained his recent visit by RSM
Dave discussed frequencies used
Dave presented Spectrum Analyzer readings
Concern over stations overlapping
Discussion re Auckland / Apnia situation
John suggested that "Perhaps we need legal representation to enable use of frequencies locally"
John said "Perhaps we need a voice to ensure that the law is complaiant"
Gareth suggested that maybe RSM may not consider our concerns
Gareth said that we have no control over people using the LPFM frequencies outside our group
Ludovic suggested we need integridy and suggested another meeting, and to arrange as many other operators to attend as possible
Gareth suggested that all members agree to a specific transmitter output
There was discussion on on EIRP from aerials and transmitters
Gareth discussed the advantages/dissadvantages of power versus efficiency
MOTION - Moved Gareth - Seconded - John ?
That - "An independant auditor be contracted on a regular basis to check out output signals"
Gareth suggested that these results would be calculated and be used to control output
He also suggested that a small fee be paid by members to cover the cost of this service
Alan pointed out that with more and more stations on air the band becomes more and more cluttered
Dave suggested that 106.9 should be made available for use by short term stations and operators from outside Canterbury.
Alan read from the RSM specifications and discussion followed
Ludovic said that logger tapes were required with talk radio stations
MOTION - Moved Ludovic - Seconded Alan
That -
"The Low Power FM (LPFM) user persons agree to formulate an Incorporated Society, to be known as THE LOW POWER FM (Frequency Modulation) LPFM CANTERBURY NZ INC.
Dave said he would obtain a copy of the Auckland proposed constitution
Meeting closed at 9.30pm
